St Bernard Parish, La., July 24, 2013 -- Hurricane Katrina severely damaged the original Animal Control facility in Chalmette. The building was submerged in water for two weeks after Hurricane Katrina and was deemed eligible for replacement. FEMA has spent more than $1 million to replace the facility
