While Senate Chaplain, the Reverend Ze Barney Phillips, stood on the bugler's right and the Reverend James Shera Montgomery, Chaplain of the House stood on the left, a navy bugler blew taps over the casket of Navy Secretary Swanson when the body arrived on a gun caisson at Union Station for entrainment to Richmond for the funeral
