Fenwick, Professor of International Law at Bryn Mawr College, told the Senate Foreign Relations Committee that the Thomas Neutrality Act should be amended to allow either Congress or the president to select aggressor nations and apply sanctions. Averill Harriman, Wall Street Financier, asserted and was corroborated by his partner, J.P. Ripley, that the firm of Harriman, Ripley, & Co. set up in 1934, was not established to side-step the Banking Act of 1933. The act divorced securities business from commerical banking in banking houses. He asserts that the firm was set up to provide for the future of those employees of the National City Co. whose investment and underwriting activities were ended by the Act of 1933. Jackson, nominee for Solicitor General, today denied before a Senate Judiciary Subcommittee that he is attempting to remake the Constitution and the laws of the nation. Nominee for Assistant Attorney General questioned by senate committee. Washington, D.C., March 11. Thurman Arnold, nominee for Assistant Attorney General to succeed Robert H. Jackson, pictured as he was questioned by the Senate Judiciary Subcommittee this morning.
