New Public Contracts Board, Washington, D.C. Oct. 6. Members of the new public contracts board of the Department of Labor met today for the first time shortly after they were appointed by the Secretary Perkins. Hearings will be held immediately by the Board to make findings upon questions arrising under the Walsh-Healey law which went into effect last week and requires that manufacturers and dealers who make future contracts in excess of $10,000 with the Government shall comply with certain minimum wage, maximum hour and other labor conditions in the performance of the contract. Clement, President of the Pennsylvania Railroad, today told the Senate Rail Inquiry that there had never been any objection from the Interstate Commerce Commission to salaries paid Directors of the road. At the same time, Clement admitted that his own salary had been increased from $60,000 to $100,000 on January 1, 1937. Frank Foley, officer on duty at the entrance of the Senate office building from 8-4, kept a record today of the number of questions asked him. At the end of his day's hitch the total showed 1,568 questions asked, and answered correctly and with a smile, if we must believe Mr. Foley. McDonald, Chief of the Bureau of Public Roads, Department of Agriculture, seemed to grope for the answers to questions asked him today by the Senate Banking and Currency Subcommittee.
