A real live bundle of rags. Patches, rags and tatters constitute the clothing worn by the forlorn children of southern Serbia. The boy here pictured has his counterpart in thousands of others among the 300,000 children that have been orphaned by war. The first constructive plans for their welfare have been drawn up and proposed by the Junior Red Cross of America in an industrial training program. If centers are maintained for giving medicational education to these miserable children under guidance of American instructors and welfare experts it is believed that more permanent good will be accomplished than by giving more temporary relief. The future of the children will be assured and the depleted ranks of labor eventually filled in this war ravaged country
