Summary
Otaru, Japan (May 18)--The U.S. Coast Guard Cutter Polar Sea (WAGB 11) underway with a Coast Guard Vessel of Opportunity Skimming System (VOSS) in the Sea of Okhotsk near Korsakov, Russia, during their Arctic West Summer Cruise in 1998. the cruise marked the first time responders from Japan, Russia and the United States participated together in an oil spill exercise.
