The repairs are part of a program that FEMA designed, in the immediate aftermath of Hurricane Sandy, the Sheltering and Temporary Essential Power (STEP) Pilot Program to assist State, local and Tribal governments in performing work and services essential to saving lives, protecting public health and safety, and protecting property.
