Huntington Cairns, who has been in the Legal Division, U.S. Treasury, handling special problems in connection with customs, has been promoted to the position of Assistant General Counsel in charge of the opinion section and all legal matters arising in the Bureau of Customs. He is a native of Baltimore and graduate of the University of Maryland Law School, 1925. He entered the Government Service in 1934. 9/21/37
