Lee was accompanied by industry professionals who support the TWIC program. Lt. Sarah Hayes of Sector Houston-Galveston and Lt. j.g. Quinton DuBose of Marine Safety Unit Galveston observe Lee during the activation process. TWIC is the largest biometric smartcard program of its kind in the world; requiring approximately 1.2 million port workers to obtain the credential. The program's goal is to ensure that any individual who has unescorted access to secure areas of port facilities and vessels has received a thorough background check and is not a security threat.
