Victory Book Campaign. The Victory Book Campaign, January 5, 1943 through March 5, 1943, is designed to provide entertaining and instructive reading for our Army camps, Naval stations, Coast Guard stations, Merchant Marine libraries and United Service Organizations centers. The picture shows OWI (Office of War Information) Chief, Elmer Davis, contributing a book at the beginning of the campaign. Norman Cousins, editor of the Saturday Review of Literature and member of the National Campaign Board for the 1943 Victory Book Campaign, is accepting the book on behalf of the Board
