Jan Tighe, Commander U.S. Fleet Cyber Command addresses Sailors during the change of command ceremony held Aug. 21, 2015 for Navy Information Operations Command (NIOC) Yokosuka. Cmdr. Robert Damsky relieved Cmdr. Michael Elliot as NIOC Yokosuka’s Commanding Officer at the Yokosuka Officer’s club. NIOC Yokosuka is an element of the U.S. 10th Fleet, the numbered Fleet for Fleet Cyber Command, tasked with the mission of operating in and through cyberspace and the electromagnetic spectrum.
