The well was built by the 1133rd Engineering Detachment Well Drilling Team North Carolina Army National Guard deployed to Combined Joint Task Force - Horn of Africa. The CJTF-HOA mission is to conduct operations such as drilling wells to prevent conflict, promote regional stability and protect coalition interests in order to prevail against extremism.
