A Rough Terrain Container Handler from the U.S. Army 13th Combat Sustainment Support Battalion, headquartered in Joint Base Lewis-McChord, Wash., looks out over an empty yard at Terminal 46 on the Seattle, Wash., waterfront, Apr. 13.
