NEW LONDON, Conn. - President Barack Obama, Department of Homeland Security Secretary Janet Napolitano and Coast Guard Commandant Adm. Bob Papp participate in the Coast Guard Academy's 130th commencement exercise May 18, 2011, in New London , Conn.
