Brig. Gen. Mark Toy, deputy commanding general-support (DCG-S), Joint Forces Land Component Command (Forward), Hempstead, Texas, (JFLCC-FWD), looks out at the destruction caused by Hurricane Harvey while en route to a site recon of Beaumont, Texas on Sep. 4, 2017. The Beaumont site recon was conducted to review recovery efforts first-hand and find more ways to offer support to those in need during the after math of Hurricane Harvey. Harvey has misplaced thousands in both Texas and Louisiana. The Department of Defense is conducting Defense Support of Civil Authorities operations in response to the effects of Hurricane Harvey. DSCA operations are part of the DoD’s response capability to assist civilian responders in saving lives, relieving human suffering and mitigating property damage in response to a catastrophic disaster.
