Capt. Vieet Rajan, III Marine Expeditionary Force, speaks with survivors at a shelter facility located inside Watariha Elementary School, Ishinomaki city, Miyagi Prefecture, Japan, March 23. Rajan accompanied John V. Roos, U.S. ambassador to Japan and Adm. Robert F. Willard, commander of U.S. Pacific Command, as they assisted in the delivery of relief supplies to displaced citizens.
