Naval Air Facility Misawa, Japan (May. 14, 2003) Chief Builder R. Brett James, a U.S. Navy Reservist, volunteers his time to level out a concrete foundation as part of a Navy Misawa Seabee project. The U.S. Navy Seabees and Japanese Master Labor Contract employees assigned to Naval Air Facility Misawa's Public Works Department spread concrete for a massive pavilion at the Misawa Air Base's Gosser Memorial Golf Course.
