orthe protection and administration of National Forests. A critical inquiry into the causes of forest fires naturally pre-cedes the inauguration of preventive measures. It appears thatall forest fires, excepting those resulting from lightning or spon-taneous combustion, are preventable where the causes are known. They are due to ignorance, carelessness, or maliciousness, and ifthey are to be prevented it will be necessary to teach the igno-rant, restrain the careless, and reform the malicious. There are plenty of laws,—too many of them,—and many ofthem are ineffectual, but they show that the law-makers havein some degree responded to public sentiment. The kinds oflegislation in the various States is shown on the accompanyingtable, but of course it is impossible to indi
