Executive Director Robert L. Moore Assumes Leadership

REDSTONE ARSENAL, Ala. -- The U.S. Army Security Assistance Command gained a “new” Executive Director, Robert L. Moore, on Jan. 30, and while the title is new, Moore brings more than seven years of experience as USASAC’s Deputy to the Commanding General to the position.
“My role as the Executive Director is similar to the roles and responsibilities of the CG [Commanding General’]…lead the USASAC command until a new CG arrives,” Moore explained.
Moore’s assignment as Executive Director came after Maj. Gen. Stephen E. Farmen, USASAC former Commanding General, was needed to fill another vacant general officer position at Army Materiel Command’s Military Surface Deployment and Distribution Command.
At a recent USASAC Town Hall, Gen. Gustave Perna, AMC, Commanding General, addressed the changes and noted that he needed an expert transporter, and that expert transporter was Farmen. Perna described how one vacancy creates a domino effect that means numerous moves, but the Army manages to handle the changes.
“Mr. Moore, I have seen first-hand your ability to understand, coordinate and execute the complex mission of this organization. And I am confident that you can continue the great work being done here,” Perna stated at Farmen’s relinquishment of command ceremony, where Moore gained his Executive Director responsibilities.
Moore and Perna have a worked together over the last several years, and Moore views his support as another reason to feel confident he has the tools he needs to be successful. “I appreciate the trust and confidence that GEN Perna has in me, but more importantly, the confidence that he has in the USASAC team to continue to move forward.”
Moore wanted to reassure the workforce that while there was a change in personnel, he would bring the same commitment as his predecessor to accomplishing the USASAC mission and maintaining its vision of being the Department of Defense’s gold standard security assistance provider by expanding partner capacity, strategic readiness and trust. And like Farmen, he emphasizes that the USASAC mission of security assistance and foreign military sales is not about the dollars, but the effects.
“Nothing has changed. As the DCG, I’ve been teammates and partners with Maj. Gen. Farmen for the past 18 months. We developed a great game plan…and we have an outstanding team of professionals,” he said. “We just need to stay focused and continue to do what we’re already doing and remember what MG Farmen said, ‘If we accomplish anything, it’s because we did it together – Trust + Teamwork = Strength in Cooperation.’”
Moore also credited Farmen with creating a momentum through new initiatives and processes that he can continue to leverage. “He [Farmen] moved us from the tactical to a more strategic focus, which helped us to better see ourselves and hold ourselves accountable,” he added.
Moore described his leadership philosophy as “leading by example.” “I give 100 percent, do my very best, and expect others to do the same. I’m a big believer in the team…it takes all of us working together to accomplish the mission,” he said.
As USASAC’s executive director, Moore does have objectives for the next several months. “Of course, there are certain areas that we need to put attention on as we continue to focus on the AMC/CG priorities and strategic initiatives,” he emphasized. He said USASAC leadership will also continue reviewing the organization to see if it is appropriately aligned to support Army Chief of Staff priorities and Geographic Combatant Commanders requirements.
And he wants to the workforce to know he is passionate about leading the AMC Security Assistance Enterprise all that USASAC does. His only expectation is that USASAC personnel continue doing a great job. “And I will continue to do my very best to support them.”
Moore is excited that a major milestone will occur during his tenure. “Our New Cumberland team is in the process of relocating to a newly renovated building.” Moore will be cutting the ribbon, and much like the current leadership transition, he views this as a seamless merging of the past and future.
