General John G. Barnard described the elaborate system of earthworks in the sector as:
“The five works—Forts Craig, Tillinghast, Cass, Woodbury, and DeKalb —extend the line from Forts Richardson and Albany to the Potomac opposite Georgetown, and cover what are usually called the heights of Arlington, from which the enemy would have some of the most important public buildings of the city under the fire of his rifled guns.
Fort Woodbury was named after Brigadier General Daniel P. Woodbury, one of the original engineers connected with the Defenses of Washington, and who succumbed to yellow fever at Key West, Florida on August 15, 1864. The fort could also be named for Colonel Dwight A. Woodbury, commander of the 4th Michigan Infantry, who constructed the fort.
