In this image released by the Texas Military Forces, soldiers and airmen with Joint Task Force 71 participate in a change of command ceremony in Bryan, Texas, Oct. 14, 2011. JTF-71 recently completed a National Guard Bureau evaluation for certification as the Homeland Response Force for FEMA Region VI. Outgoing commander, Col. Bill Hall, transferred command to Col.
