Maj. Timothy Reed, civil affairs officer from the 1st Brigade Combat Team, 4th Infantry Division, Multi-National Division - Baghdad, meets with local Iraqi contractors, July 18, at the site of the Jihad Civil Services Department building in southern Baghdad's Rashid District.
