NORFOLK (Dec. 3, 2019) Information Systems Technician 2nd Class Matthew Sullivan, from Baldwin, New York, assigned to USS Gerald R. Ford's (CVN 78) combat systems department, receives his certificate of appointment to Petty Officer 2nd Class presented by Cmdr.
