Rear Adm. P. Gardner Howe III (right), president, U.S. Naval War College (NWC), provides remarks during a presidential portrait unveiling for Vice Adm. Walter E. “Ted” Carter Jr. (left), superintendent, U.S. Naval Academy (USNA) in Annapolis, Md., at NWC in Newport, R.I. Carter served as NWC’s 54th president from July 2013 to July 2014 before his appointment to vice admiral and assignment as 62nd superintendent of USNA. The NWC’s collection of presidential portraits is more than a century old, dating to 1900 when it acquired Frederick Vinton’s huge portrait of Rear Adm. Stephen B. Luce, NWC’s first president.
