SOUTH CHINA SEA (Aug. 09, 2007) Operational Specialist 2nd Class Tuan Nguyen, stationed aboard the guided-missile frigate USS Jarrett (FFG 33), assist five Vietnamese observers with translation. Nguyen grew up in Vietnam before immigrating to the United States and becoming U.S. citizen. This is his first cruise and was surprised to learn he was the only one capable of translating Vietnamese on the ship during Cooperation Afloat Readiness and Training (CARAT) 2007. CARAT is an annual series of bilateral maritime training exercises between the United States and six Southeast Asia nations designed to build relationships and enhance the operational readiness of the participating forces.
