Outgoing garrison commander Col. Stephen C. Marr holds up a t-shirt at the change of command ceremony listing the abnormal events and challenges faced by the garrison and the installation during his tenure with the command. The ceremony took place on July 9, in the Lock and Dam Lounge, in Building 60, during a minimally attended virtual change of command ceremony at Rock Island Arsenal, Illinois. Marr held the position since June 20, 2018, he moves on to take on a new assignment overseas.
