Philippine Army Pvt. Paolo M. Atanis, left, Philippine Army Pvt. Gelby Ragonton, middle, and U.S. Army Sgt. Vanzie Fletcher mix concrete for the construction of a public restroom April 28 in Legazpi City, Albay Province, Philippines. The restroom will be an additional to the community recreational center in Barangay Pawa. The construction is one of five humanitarian civic assistance program projects taking place as part of Exercise Balikatan, an annual bilateral training exercise between members of the Philippine and U.S. armed forces that focuses on improving interoperability and strengthening the partnership of the two allied countries.
