Publishing head proposes plan to senate for absorbing bulk of 11,000,000 unemployed. Washington, D.C., Nov. 22. Head of the Curtis Publishing Co. Walter D. Fuller, to proposed to a Senate Finance Subcommittee a system of incentive taxation to enable industry to absorb the bulk of the 11,000,000 unemployed. When asked by the committee if he believed 'if we poured it in at the top it will trickle down to the bottom where it is needed' Fuller answered 'that the important thing to do for the workmen of this country is to get them back to work and then put as much as possible in their pay envelopes'
