Rear Adm. Mike Bernacchi, Commander, Submarine Group 10, signs a guest book during a tour aboard the Colombian submarine ARC Tayrona (SO-29) prior to the closing ceremony of the Diesel-Electric Submarine Initiative (DESI) held at Naval Station Mayport, August 1. The Colombian navy has participated in DESI since 2004. Under the DESI program, the U.S. Navy partners with South American navies and supports their diesel-electric submarine operations and fleet readiness events operating areas off the U.S. East and West Coasts.
