Executive Chamber, Honolulu, Hawaii, August 17, 1909.Sir : I have the honor to submit the following report for the fiscalyear ended June 30,1909. GENERAL CONDITIONS. The importance of Hawaiis mid-Pacific position, from a nationaland an international standpoint, for military and commercial pur-poses is constantly becoming more apparent and more generallyrecognized as this ocean approaches the fulfillment of the long-agoprophecy that it was destined to become the theater of the worldsgreatest political and commercial activities. Trans-Pacific commercein freight and passengers by way of Hawaii is growing. Theseislands are visited more and more by naval as well as merchant ves-sels, including during the last year the Atlantic Fleet, the PacificFleet (twice), and many other American, British, German, French,and Italian war vessels. The United States is improving the harborsof the Territory, equipping the islands with l
