Spc. Luis Carrasquillo, a native of Carolina, Puerto Rico, and member of the Puerto Rico Army National Guard's Forward Support Company of the 190th Engineer Battalion, speaks to a Dominican soldier at a construction site during the United States Army South Beyond the Horizon humanitarian mission at Barahona, Dominican Republic, April 23.
