The flags of European countries who did not have representatives attending Combined Endeavor stand in honor of their citizens who were killed in the 9/11 terrorist attacks during a memorial ceremony Sept. 11, in Grafenwoehr, Germany. Twenty-two nations attending the Combined Endeavor exercise had citizens among the 2,977 people killed during the terrorist attacks on 9/11 in New York, Washington, D.C., and Pennsylvania in 2001.
