Chapter 377, laws of 1885, made it the duty of the Board of Supervision, by and with the•consent of the Governor, to select a suitable site and erect thereon buildings for a Stateschool or temporary home for dependent and neglected children — such institution to beknown as the State Public School. Soon pfter the enactment of this law, the Board ad-vertised for proposals for fuxnishing a site for this institution, and received responses-from Stevens Point, Waupaca, Green Bay, Oshkosh, Fond du Lac, Ripon, New Lisbon,S
