Where was then a marsh, whose stagnantwaters were divided but by hummocks of mud and sand, are nowthe clear flowing waters of the beautiful system of lagoons, and,rising out of them, the walls of a city of white palaces, the arch-itectural triumph of modern history. What of the minds that planned and the hands that worked toaccomplish this work of pride ?
