U.S. Marine Col. Michael H. Oppenheim, the commanding officer of Special Purpose Marine Air-Ground Task Force - Southern Command, gives his opening remarks during the ground breaking ceremony at a construction site in Flores, Guatemala, Aug. 6, 2018 . The Marines and sailors of SPMAGTF-SC are conducting security cooperation training and engineering projects alongside partner nation military forces in Central and South America.
