West Virginia National Guard Sgt. Thomas Osborne instructs Smokehouse restaurant owner Mike Smithers on Centers for Disease Control and Prevention (CDC), Food and Drug Administration (FDA), and West Virginia Department of Health and Human Resources (WVDHHR) recommended sanitary and personal safety procedures for restaurants during the ongoing COVID-19 pandemic in Charleston, West Virginia, April 26, 2020.
