Construction Electrician 2nd Class Garrett Fend, assigned to Navy Mobile Construction Battalion 23, shovels dirt to fill a ditch at Escuela Oficial Rural Mixta. NMCB 23 is completing a 10-day-project at the school as part of High Speed Vessel Swift-Southern Partnership Station 2012. The Seabees are completing minor structural, electrical and plumbing repairs to the school. HSV-SPS is an annual deployment to build partnerships in the Caribbean and Latin America.
