[Hurricane Katrina] Biloxi  Ms., October 4, 2005 -- FEMA's Area Field Office (AFO) in Biloxi, Mississippi is located at the Imperial Palace Hotel.  During the early rescue and recovery operations of Hurricane Katrina the Imperial Palace Hotel was the only surviving facility large enough to support FEMA's operations.
