Sailors and US Coast Guard District 5 Law Enforcement Detachment personnel approach a 30-foot, single-masted sailboat in a motor launch from the dock landing ship USS WHIDBEY ISLAND (LSD 41). The sailboat, which was dead in the water when it was detected by the WHIDBEY ISLAND's radar, is carrying 92 Haitian refugees. The refugees were taken aboard the WHIDBEY ISLAND and later transferred to a Coast Guard cutter. In accordance with a standing agreement between the United States and Haiti, the refugees were returned to their homeland
