Engel, Republican of Michigan, appears certain to throw the "monkey wrench" into the gears of the "McNutt-for-President" boom which got underway during the past winter. Rep. Engel is pictured studying plans he dug up for the two palaces, "Summer" and "Regular" which as high commissioner of the Philippines, McNutt wants built as Commissioner's residences in islands. The proposed palaces are to cost $500,000 and $250,000 respectively. Rep.
