Maxwell, Chief Accountant in the office of the Commissioner of Accounts & Deposits and acting Chief, Division of Bookkeeping & Warrants. In the capacity of the latter office, he has charge of the Treasury's "Conscience Fund." Contributors, almost always anonymous, have forwarded sums ranging from [$0.02] to $30,000 since the fund started in 1811. Only last week he received an anonymous contribution of $1,000.
