The cost of supporting them on relief obviously will [be far greater than] the sum necessary to help them [get a new start on the land']

Visitors' buildings. The visitors' reception building at the north end of Chickamauga Dam performs the same functions as described for the one at Pickwick. Its overlook terrace is partly covered by a canopy roof and projects toward the chamber of the navigation lock for a more favorable view of the locking operation, which is of great interest to visitors. Dams under construction. Kentucky Dam, close to the mouth of the Tennessee River, will be one of the biggest projects of the Authority and will back the water up for a distance of 185 miles. It will be completed in 1944. This photograph shows a partial view of the lock operation building, with the commanding officer's work space, shaped somewhat like a control cabin in the foreground on the second floor. The near wing contains visitors' rest rooms while the lock switchboard is in the far wing, entered through the door in the foreground of the picture. Demountable employee housing.This brand new type of housing accommodation was developed through several intermediate steps and experiments in prefabrication, in answer to the TVA (Tennessee Valley Authority's) need for housing for temporary use on construction projects in remote localities. The scheme permits fabrication at a distance from the job (about 600 miles in this instance), thus reducing dependence on overtaxed accommodations at the construction project. After completion of the project, the demountable housing is quickly removed elsewhere. Some of the earlier TVA demountables have been moved three times from project to project. The design shown here is particularly light in weight due to full use of the recently developed stressed-skin system of plywood construction. It is built largely of weatherproof plywood. The large bay across the front greatly enhances the size of the living room. The trailer houses, on the basis of experience to date, are entirely competitive in cost with traditionally constructed housing of the same floor area. On account of being constructed in shops rather than in the field, they are produced with much closer tolerances, considerably better finish, and with equipment designed and constructed with greater detail and superior utilization of space

Because many construction projects are in remote localities where the need for housing exists only during the construction period, the TVA (Tennessee Valley Authority) developed over a period of years its own method of prefabrication. Houses, recreation buildings, dormitories, washhouses, etc. have been constructed in three dimensional slices which are transported individually, fully equipped, and are coupled up on the site much like cars of a railroad train. Fontana Dam in the mountains of North Carolina, famous for their scenery, will be one of the biggest of the Authority's projects, being over 500 feet tall. (As it is under construction, no photographs are available but a general perspective view is attached in two copies, one of the prints being glossy but the other having better contrast for reproduction.) The downstream face of the powerhouse is developed in part as a gigantic show window. Considerable recreational and tourist development is expected for the vicinity, the Smoky Mountains National Park being next-door neighbor of the project. Visitors will be reveived at the upper level in a small structure marked by the flagpole towrd the right, from where a steep cogwheel car, used also by the operators and for the transportation of minor items, will give access to the powerhouse

Employee housing. To accommodate construction personnel at projects, most of which are at some distance from population centers, the TVA (Tennessee Valley Authority) built permanent housing where there were reasons to expect such communities to be permanent. Being the single  owner of land and of structures, the Authority used such housing projects to demonstrate modern principles of town planning of which other federal housing programs and private enterprise made use subsequently. Drinking fountains are provided at engineering projects and recreational parks for visitors' convenience. This one was donated by the labor unions associated in the Tennessee Valley Workers' Council as a memorial to a labor relations official of the Authority after his death. The bronze dedication placque carries the favorite stanza of the deceased which reads as follows: "Mourn not the dead who in the cool earth lie, Dust unto dust, The calm sweet earth that mothers all who die, As all men must, But rather mourn the apathetic throng, The cowed and the meek, Who know the world's great anguish and its wrong, And dare not speak."

Hopkins denies AGC Charges. Washington, D.C. October 11. In a radio speech this morning WPA Administrator, Harry Hopkins, denied charges made by the Associated General Contractors of America that the WPA should be blamed for labor shortage. He said that "WPA projects in communities have been efficiently run and that the unemployed on these projects have been well treated, when the AGC complained that cities were unable to find workers because they were all employed in the WPA. When charged of boondoggling, Hopkins replied that it reminded him of the "Old Story of the bandits in South America," He said "they are never in the town which you are visiting, they are always just over the hill, and the townspeople will tell you they are there but when you look for them you never find them"

President Roosevelt discussed the question of pooling private and public electric power with private and government power experts at the White House today. After a conference that lasted most of the afternoon Frank R. McNinch, Chairman, Federal Power Commission, and Wendell L. Wilkie, President of Commonwealth and Southern Corporation, emerged from the President's office to state that President Roosevelt had agreed to consider pooling Government hydroelectric projects and private power facilities in the TVA area. The president's decision will not only mean an exchange between the Tennessee Valley Authority and private utilities of the Southeast but touch possibilities for Bonneville Dam on the Columbia River and other public works projects. A huge photographic map which when completed will have cost $3,000,000, is being put together by the Agriculture Adjustment Administration, Department of Agriculture, in Washington. Approximately one-thrid of the entire land surface of the United States is being photographed from the air from a distance of three to five miles up. The idea behind this gigantic job is to determine compliance in the Agricultural Conservation Program, plan soil conservation or Public Works projects, lay out roads, forests and public parks, drainage ditches, dams and lakes and also to seek to improve National Defense.
