A group of children at a District School in cotton picking season. Petty's Chapel District School #20, near Corsicana. Only 40 per cent of the children who attend are here because the cotton is still being picked, in most districts the school term is being shortened to accommodate the picking. The children are above the average of country school children and this is an exceptional school, only two of the ten families represented here being "Renters" (see Hine Report on Texas). These children are getting 8 months school. Most of the rural schools in Texas give them 6 months or less. All these children, from the 5 year old up pick cotton. A dilapidated "renters" home near West. The Tripp farm. Five in the family. Girl (apparently fifteen years old) is married. The farm contains a hundred and fifty acres now. Another Benkendorfer farm near West. Owned by father and well kept up. Mandy, six years old, picks twenty-five pounds a day. Sophie, nine years old picks ninety pounds a day. Seven in family. Frugal Bohemians. Contrast these owned farms with those of the renters. It is estimated that over half of the farms around here are rented.  Location: West, Texas.

"Renters." Itinerant Texas farmers who rent a farm for a year or so and then move on, giving them nomadic habits and everything is temporary. House unpainted and ill-cared for. The children from five years old up pick cotton and help with the farm work, but get little or no schooling. It is estimated by State University that 300,000 children are thus affected in Texas alone. See Hine report Texas. Beginning with the five year old girl here who picks some, all work including the women. The nine year old girl picks one hundred and fifty pounds a day. Father is in town. Farm comprises fifty acres, and they get about twenty bales of cotton this year, which is not a good year. Been here one year. Farm of J.W. Vaughn. Route 6.  Location: Corsicana, Texas.

Native Texan farmer on relief. Goodliet, Hardeman County, Texas. "Tractored out" in late 1937. Now living in town, and on the verge of relief. Wife and two children. "Well, I know I've got to make a move but I don't know where to. I can stay off relief until the first of the year. After that I don't know. I've eat up two cows and a pair of horses this past year. Neither drink nor gamble, so I must have eat'n 'em up. I've got left two horses and two cows and some farm tools. Owe a grocery bill. If had gradutated land tax on big farms, that would put the little man back again. One man had six renters last year. Kept one. Of the five, one went to Oklahoma, one got a farm south of town and three got no place. They're on WPA (Works Progress Administration). Another man put fifteen families off this year. Another had twenty-eight renters and now has two. In the Progressive Farmer it said that relief had spoiled the renters so they had to get tractors. But them men that's doing the talking for the community is the big landowners. They got money to go to Washington. That's what keeps us from writing. A letter I would write would sound silly up there."

Family of migrant agricultural day laborers camped near Spiro, Oklahoma. The man and his wife had farmed in this vicinity for many years. However, they had always been renters. They have found it increasingly difficult to find land and house for rent. They had moved to the river bottom where they were camping out while working in the nearby fields. The mosquitoes were bad. They had to move to higher ground by the roadside.  The entire family--mother, father and six children--had malaria. When the man was asked if there was much malaria among the people, he replied, "Yes, they have always started chillin' and they'll keep achillin' till frost, them that don't die." The father and two children were chopping cotton for a dollar a day. The father said "that as soon as they got a few dollars ahead it came a rain and they spent their money before it was dry enough to work again." They had a car and were going on to California as soon as they had enough money. The woman's sister is living in Bakersfield, California, and they want to get out there. "They ain't doing much, but he's making a living and I ain't making it here."

[Hurricane Katrina] Baton Rouge, LA, March 6, 2006 - Mobile homes and travel trailers are both supplied by FEMA as temporary housing options at FEMA/State developed group sites for homeowners or renters whose residences are unlivable as a result of the disaster.  Travel trailers are meant for shorter durations and are more maneuverable and easy to set up near the flood-victim's home. The seven year old picks one hundred pounds a day. The nine year old picks about a hundred pounds. The eleven year old two hundred pounds, thirteen year old two hundred and fifty pounds. The adults pick three or four hundred a day. Note the care they take of the children and of the home. (It was the end of a week and a sort of holiday, but the whole situation shows how much better standard the farm owners keep than do the "renters". See Hine report.
