At Dover Air Force Base (AFB), Delaware (DE), a US Air Force (USAF) member of the 436th Aerial Port Squadron (APS) ties down a P-23 Fire and Emergency Crash Vehicle onto the deck of a USAF C-5 Galaxy cargo aircraft for deployment in preparation for the approaching Hurricane Isabel.
