Circle, AK, September 4, 2013 -- The California Mennonites meet with emergency managers and tribal representatives during the construction of this replacement home after the disaster survivor decided to move up to higher ground away from the floodplain. The home was relocated to higher ground after severe floods destroyed the previous structure and the homeowners opted to move out of harms way and mitigate the loss of life and property with a FEMA grant and volunteer labor coordinated by FEMA.
