The U.S. Maritime Commission opened a general hearing on maritime labor conditions in an attempt to determine methods of avoiding costly industrial disputes which have hampered the American Merchant Marine and discouraged investment of Capital in shipbuilding. Among the first to be heard were, left to right, John W. Meal, of Marine Cooks and Stewards Association of the Pacific Coast; Mervyn Rathbone, President of the American Radio Telegraphists Association; and Francis J. Goodall, National Maritime Union of Cooks and Stewards. Rathbone told the commission that minimum wages fixed by the government become the maximum rates paid by ship operators. The Saturn I (SA-4) flight lifted off from Kennedy Space Center launch Complex 34, March 28, 1963. The fourth launch of Saturn launch vehicles, developed at the Marshall Space Flight Center (MSFC) under the direction of Dr. Wernher von Braun, incorporated a Saturn I, Block I engine. The typical height of a Block I vehicle was approximately 163 feet and had only one live stage. It consisted of eight tanks, each 70 inches in diameter, clustered around a central tank, 105 inches in diameter. Four of the external tanks were fuel tanks for the RP-1 (kerosene) fuel. The other four, spaced alternately with the fuel tanks, were liquid oxygen tanks as was the large center tank. All fuel tanks and liquid oxygen tanks drained at the same rates respectively. The thrust for the stage came from eight H-1 engines, each producing a thrust of 165,000 pounds, for a total thrust of over 1,300,000 pounds. The engines were arranged in a double pattern.  Four engines, located inboard, were fixed in a square pattern around the stage axis and canted outward slightly, while the remaining four engines were located outboard in a larger square pattern offset 40 degrees from the inner pattern. Unlike the inner engines, each outer engine was gimbaled. That is, each could be swung through an arc. They were gimbaled as a means of steering the rocket, by letting the instrumentation of the rocket correct any deviations of its powered trajectory. The block I required engine gimabling as the only method of guiding and stabilizing the rocket through the lower atmosphere. The upper stages of the Block I rocket reflected the three-stage configuration of the Saturn I vehicle. Like SA-3, the SA-4 flight’s upper stage ejected 113,560 liters (30,000 gallons) of ballast water in the upper atmosphere for "Project Highwater" physics experiment. Release of this vast quantity of water in a near-space environment marked the second purely scientific large-scale experiment. The SA-4 was the last Block I rocket launch. n/a

Aerial view of Gasdynamics facility in 1964 and the 20 inch helium tunnel Part of the Thermal Protection Laboratory used to research materials for heat shield applications and for aerodynamic heating and materials studies of vehicles in planetary atmospheres.  This laboratory is comprised of five separate facilities: an Aerodynamic Heating Tunnel,  a Heat Transfer Tunnel, two Supersonic Turbulent Ducts, and a High-Power CO2 Gasdynamic Laser. All these facilities are driven by arc-heaters, with the exception of the large, combustion-type laser.  The arc-heated facilities are powered by a 20 Megawatt DC power supply. Their effluent gas stream (test gases; Air, N2, He, CO2 and mixtures; flow rates from 0.05 to 5.0 lbs/sec) discharges into a five-stage stream-ejector-driven vacuum system. The vacuum system and power supply are common to the test faciities in building N-238. All of the facilities have high pressure water available at flow rates up to 4, 000 gals/min. The data obtained from these facilities are recorded on magnetic tape or oscillographs. All forms of data can be handled whether from thermo-couples, pressure cells, pyrometers, or radiometers, etc. in addition, closed circuit T. V. monitors and various film cameras are available. ISS01-E-5113 (December 2000) ---  This scene on the remote, rugged Argentine/Chilean border in the far southern Andes Mountains offers numerous, dramatic examples of both erosional processes and features of ice and water.  The sharp, glaciated crest of the Cerro San Lorenzo (center) exceeds 12,000 feet and casts a long shadow southeastward.  Glaciers on its western flank flow into the valley.    Lago Pueyrredon, and the other lakes visible here, have been excavated by geologically "recent" episodes of glacier erosion, when glaciers extended all the way onto the lowland plains (top right).  Since the last melting of the glaciers, scientists estimate about 15,000 years ago, three distinct "fan-deltas" have formed where rivers flow into the lake.  Counterclockwise currents in the lake, driven by strong winds from the west, have generated thin sand spits from each fan-delta.  The largest spit (attached to the largest fan-delta, see right arrow) has isolated an approximately 10-kilometer long segment of the south end of the lake.  This river, which has constructed the large fan, presently discharges turbid water to this isolated basin, giving it a lighter color than the rest of the lake. This Digital Still Camera photo was taken from the International Space Station, in December 2000 (late spring for this part of the world) when most of the previous winter's snow had melted below an altitude of 6,000 feet.  Little evidence of man's presence can be found in this rough, desolate region. Glacial data collected over the past 50 years indicate that small ice bodies are disappearing at accelerated rates. (EOS, vol 81, no. 24, June 13, 2000)  Predictions are that large fluctuations in land ice, with significant implications to society, are possible in the coming decades and centuries due to natural and anthropogenic climate change. Before glacial data can be used to address critical problems pertaining to the world's economic and environmental health, more detailed information about such glaciers is needed.  Images like this from the International Space Station can be added to those taken from satellites (Landsat-7, instruments on the Terra satellite launched in 1999) to build data sets of glaciers in remote areas around the world. iss01e5113

Fesmire (right), NASA lead engineer for the KSC Cryogenics Testbed, works on Cryostat-1, the Methods of Testing Thermal Insulation and Association Test Apparatus, which he developed.  At left is co-inventor Dr. Stan Augustynowicz, chief scientist with Sierra Lobo Inc. in Milan, Ohio. Cryostat-1 provides absolute thermal performance values of cryogenic insulation systems under real-world conditions. Cryogenic liquid is supplied to a test chamber and two guard chambers, and temperatures are sensed within the vacuum chamber to test aerogels, foams or other materials.   The Cryostat-1 machine can detect the absolute heat leakage rates through materials under the full range of vacuum conditions. Fesmire recently acquired three patents for testing thermal insulation materials for cryogenic systems. The research team of the Cryogenics Testbed offers testing and support for a number of programs and initiatives for NASA and commercial customers. KSC-04pd1387

KENNEDY SPACE CENTER, FLA. -   At Astrotech Space Operations in Titusville, Fla., the two STEREO spacecraft are being prepared for installation of the solar arrays.   In the foreground is spacecraft "B," sitting as it would on the rocket. Pointing to the right is the high gain antenna (HGA), which is used to get science data at high data rates back to Earth.  In the background is the "A" observatory, rotated horizontally on a Ransome table so that its HGA is pointing upward.  The black circle facing forward is the primary instrument Sun Earth Connection Coronal and Heliospheric Investigation (SECCHI), a suite of remote sensing instruments to image solar flares, with a protective cover that is removed before flight.  STEREO consists of two spacecraft whose mission is the first to take measurements of the sun and solar wind in 3-D. This new view will improve our understanding of space weather and its impact on the Earth.  Preparations are under way for a liftoff aboard a Delta rocket no earlier than July 22.
