Chalmette, La., Jan. 17, 2014 -- FEMA's Louisiana Recovery Office Director Mike Womack joins St. Bernard Parish officials in breaking ground on the new Water and Sewer Warehouse. The new building, funded by FEMA, will replace the facility that was destroyed by Hurricane Katrina in 2005
