New Orleans, La., Aug. 20, 2013 -- The Archdiocese of New Orleans today dedicated St. Bernard Manor I, the first low income housing development for the elderly to be rebuilt in St. Bernard Parish post Katrina. FEMA provided $15.8 million for the replacement of the facility
